Top Doctor Dies from Ebola after Treating Dozens

first_imgFREETOWN, Sierra Leone (AP) — A leading doctor who risked his own life to treat dozens of Ebola patients died Tuesday from the disease, officials said, as a major regional airline announced it was suspending flights to the cities hardest hit by an outbreak that has killed more than 670 people.Dr. Sheik Humarr Khan, who was praised as a national hero for treating the disease in Sierra Leone, was confirmed dead by health ministry officials there. He had been hospitalized in quarantine.Health workers have been especially vulnerable to contracting Ebola, which is spread through bodily fluids such as saliva, sweat, blood and urine. Two American health workers are currently hospitalized with Ebola in neighboring Liberia.The Ebola outbreak is the largest in history with deaths blamed on the disease not only in Sierra Leone and Liberia, but also Guinea and Nigeria. The disease has no vaccine and no specific treatment, with a fatality rate of at least 60 percent.In a statement released Tuesday, airline ASKY said it was temporarily halting flights not only to Monrovia but also to Freetown, Sierra Leone. Flights will continue to the capital of the third major country where people have died — Guinea — though passengers departing from there will be “screened for signs of the virus.”Passengers at the airline’s hub in Lome, Togo also will be screened by medical teams, it said.”ASKY is determined to keep its passengers and staff safe during this unsettling time,” the statement said.Binyah Kesselly, chairman of the Liberia Airport Authority board, said police are now present at the airport in Monrovia to enforce screening of passengers.”So if you have a flight and you are not complying with the rules, we will not allow you to board,” he said.The measures follow the death Friday of a 40-year-old American man of Liberian descent, who had taken several flights on ASKY, causing widespread fear at a time when the outbreak shows no signs of slowing in West Africa.Patrick Sawyer, who worked for the West African nation’s Finance Ministry, took an ASKY Airlines flight from Liberia to Ghana, then on to Togo and eventually to Nigeria where he was immediately taken into quarantine until his death.His sister had died of Ebola though he maintained he had not had close physical contact with her when she was sick. At the time, Liberian authorities said they had not been requiring health checks of departing passengers in Monrovia.The World Health Organization says the risk of travelers contracting Ebola is considered low because it requires direct contact with bodily fluids or secretions such as urine, blood, sweat or saliva, experts say. Ebola can’t be spread like flu through casual contact or breathing in the same air.Patients are contagious only once the disease has progressed to the point they show symptoms, according to the WHO. And the most vulnerable are health care workers and relatives who come in much closer contact with the sick.Still, the early symptoms of Ebola — fever, aches and sore throat — mirror many other diseases including malaria and typhoid, experts say. Only in later stages of Ebola do patients sometimes experience severe internal bleeding and blood coming out of their mouth, eyes or ears.At the Finance Ministry where Sawyer worked, officials announced they were temporarily shutting down operations. All employees who came into contact with Sawyer before he left for Nigeria were being placed under surveillance, it said.In West Africa medical facilities are scarce and some affected communities have in panic attacked the international health workers trying to help them.Despite the heightened precautions and reassurances from health workers, many Liberians said they were still fearful of contracting Ebola through casual contact.Garmie Gayflor, a hotel waitress, said that poverty made Liberians especially vulnerable. The country was battered by back-to-back civil wars between 1989 and 2003.”One does not have a car, and they say sweat from one affected person affects the others,” she said. “We have six to seven persons riding in the back of a taxi or bus.”___Larson reported from Dakar, Senegal. Jordan appeals Judge’s orders to pay or face jail

first_imgDIPCON’s US$2.2M paymentOne day after the High Court ordered him to pay Trinidadian construction firm, DIPCON Engineering, US$2.2 million by July 8 or face confinement for 21 days, Finance Minister Winston Jordan is challenging the judgement.The proceedings, filed on Tuesday, asked the Appellate Court to set aside, reserve and/or vary the judgement handed down by High Court Judge Justice Priya Sewnarine-Beharry.Finance MinisterWinston JordanMoreover, among the grounds in the Notice of Appeal was that the Trial Judge erred and misdirected herself when she proceeded to hear the application for contempt against Minister Jordan in his personal capacity for monies alleged to be owed by the State and Government of Guyana.It was outlined that there was no action, proceeding, judgement or order made against the Finance Minister in his private capacity, hence the application was bad in law. It further stated, among other things, that the High Court Judge erred when she failed to set aside the entire proceedings, which were misconceived.Justice PriyaSewnarine-Beharry“The Learned Trial Judge, Honourable Madam Priya Sewnarine-Beharry, erred and misdirected herself in law when she omitted to set aside the entire proceedings as void abinitio (invalid from the onset); because the application is bad in law and misconceived since sections of the State Liability Act Chapter 6:05 bars the Respondent/Applicant from obtaining any coercive order against the Minister of Finance in his private or official capacity, compelling or coercing him to pay a judgement in civil proceedings against the State,” one of the grounds preferred.Additionally, the legal document outlined that the Trial Judge erred when she refused to grant the stay of the order for contempt to permit the State and Government of Guyana to pure the process of Appeal, and that she further misdirected herself on the evidence as a whole.On Monday, Justice Sewnarine-Beharry ordered Minister Jordan to pay DIPCON the US$2.2 million award or face jail time.The Trinidad-based construction company had taken the Finance Minister to Court for failing to honour the payment of millions of dollars, which was awarded to DIPCON Justice Rishi Persaud in 2015.After DIPCON took the Government to Court back in 2009 to recover monies owed for road works done, Justice Rishi Persaud had ordered Government to pay the company US$665,032.17 as payment for the works done along with US$1,563,368.50 for costs it incurred for those works, together with interest on both amounts, at a rate of six per cent per annum from February 10, 2009 to October 21, 2015 and, thereafter, at the rate of four per cent per annum until fully paid.However, none of the payments were made to date and as such, DIPCON successfully approached the Court for an administrative order to compel the Minister to make the payment.At the time when that proceeding was filed in May, Jordan had explained to <<>> that the company will receive the money but noted the Government needs some time.However, during a parliamentary sitting late last month, the Finance Minister had secured some $800,000,000 in supplementary funding from the National Assembly. Small business incubation ‘key to growth’

first_img16 March 2012 With small businesses expected to play a major role in job creation in South Africa, the government has recognised the need to help them to become sustainable through business incubation, says Small Enterprise Development Agency (Seda) CEO Hlonela Lupuwana. Speaking at Seda’s annual Incubation Day at the Durban Exhibition Centre last week, Lupuwana said small business incubation played a crucial role in boosting the country’s economic competitiveness. Before small enterprises can start creating jobs, they first have to stabilise and become sustainable, Lupuwana said. However, many start-ups do not survive past the most difficult phase of any small enterprise – the first year or two of operation. Since its inception in 2006, Seda’s Technology Programme has created 31 incubators across the country. It has helped 80% of small enterprises incubated in its centres to survive the first two years of trading – giving them a real chance at being sustainable and to create jobs. “In the past financial year, the Seda Technology Programme created 5 305 direct, indirect and casual jobs; increased its support to 756 small enterprises; and assisted in increasing the turnover of the small enterprises it supports from R169-million in the previous year to R206-million,” Lupuwana said. “We are on course to see these figures increasing as more small enterprises go the technology incubation route. This can only bode well for our country’s drive to create employment.” Technology business incubation involves empowering small enterprises to use technology to improve their competitiveness. The programme currently funds and works directly with 31 incubators across the country, helping small enterprises in industries ranging from ICT to aluminium, platinum and bio-diesel. These incubators provide the necessary business infrastructure and strategic guidance, as well as an environment in which information, experiences and ideas can be freely exchanged. This builds entrepreneurs’ skills and knowledge bases, better preparing them for business in the open market. The Seda Technology Programme was established in 2006 by the Department of Trade and Industry, through the merger of Godisa Trust and the National Technology Transfer Centre, as part of a bid to consolidate small enterprises support interventions across various government departments and agencies. Smoke ConnectFX: Colored Frame, Combine, Curves & Compound

It acts like the Average node, but since the image gets compounded, it should remain sharper than an Average blend.  The resulting clip will be shorter.  The Compound node can help in creating clean background plates for compositing.  The node works best on lock down or stabilized shots.[Click for larger image] In this post we continue our look at ConnectFX in Autodesk Smoke 2013 by exploring the Color Frames, Curves, Compound and Combine nodes.The Smoke ConnectFX nodes discussed below are useful when working with color and compositing.  Learn how to utilize the Color Frames, Curves, Compound and Combine in your Autodesk Smoke video editing:Smoke’s Colored Frame NodeSmoke’s Colored Frame node is a simple yet often used node in your CFX setup. It’s used in many the same ways that a solid is used in an After Effects Composition.The Colored Frame node can make more than just a single colored frame, though. It can create a simple 2 or 4 point gradient (although there is a better node for that). The Color Frame node can also create colored noise (static), as well as color bars.You have full control over the resolution, aspect, and bit depth of the output for the node.  This is a useful node for creating simple backgrounds, as well as use it to feed a Gmask node in the matte channel to create black & white matte transitions.Smoke’s Color Curves NodeSmoke’s Color Curves node is normally used in relation to Keyer nodes to remove color spill.  With Color Curves you can isolate colors for suppression or hue shifting.   When you select a color, you will see it plotted in the color graph. Points can be added to the graph.  By pulling the points down colors will be suppressed and raising them will cause the colors to be increased.[Click for larger image] If you get creative, you can use the Color Curves to hue shift isolated colors in your image similar to using a secondary color correction in the Color Warper. If the hue shift is subtle enough, using Color Curves might be the better node to use.[Click for larger image]Smoke’s Combine NodeSmoke’s Separate Node is useful for splitting up your footage into separate color channels. It will split a clip in to its R-G-B components giving you 3 black & white clips for the individual RGB channels.The Combine node will combine those clips back together into a single RGB clip. Separating  the clips gives you the flexibility to effect a clips channel away from the others.  For example, you could Blur just the Red or Blue channel to create an interesting grade and style to your footage.The node can combine the clip in RGB, HLS (Hue, Saturation, Luminance), or YUV.  Obviously this would match the output seting from the Separate node.[Click for larger image]center_img If you have any Smoke comments, questions on this ConnectFX node series or anything you would lime me to cover, feel free to leave a comment!last_img read more
