Risk assessments, which are revised regularly, provides the regulatory agency with a comprehensive view identifying primary risks to the examined entity as well as the causes of unfavorable trends and the entity’s strengths and vulnerabilities.The OIG conducted the examination of the FHFA’s supervisory activities to “assess whether FHFA’s requirements for its risk assessments of the Enterprises are sufficiently robust to produce risk assessments that achieve the purpose for which they are intended,” wrote Angela Choy, Assistant Inspector General for Evaluations, in the report.The report found that despite the fact that the Enterprises have “virtually identical federal charters, substantially comparable business models, and similar risk profiles,” significant variations in risk assessments exist between the GSEs. Even though the GSEs share the same type of risk and those risks lend themselves to standardized measures, the significant variations in risk assessments limits the ability to use those assessments as a tool to compare risks between the GSEs. Hence, the OIG made three recommendations to the FHFA to enhance the risk assessment framework for the GSEs:The OIG recommends that the FHFA adopt minimum requirements for risk assessments that facilitate comparable analyses for each Enterprise’s risk positions. The recommended requirements include common criteria for determining whether risk levels are high, medium, or low, year over year. In its response, FHFA stated that its Division of Enterprise Regulation (DER) agreed with the recommendation and will “amend its existing internal guidance on the performance of risk assessments to include key definitions of terms used in risk assessments and to specify measures for inclusion in risk assessments in the areas of credit, market, and operational risk” by May 25, 2016.The OIG recommend that the FHFA adopt standard requirements and the necessary documentation to support conclusions that will reduce the amount of variability in the DER’s risk assessments between the GSEs. In its response, FHFA said that by May 25, 2016, DER agreed with the recommendation would amend internal guidance on risk assessment performance to include “more specific guidance on the format for presentation of risk analysis and on supporting documentation needed for risk assessment conclusions.”The OIG directed that DER train its examiners in charge of semi-annual risk assessments to use the enhanced guidance consistent with the first two recommendations above. DFDS Awarded Brexit Contract by the UK

first_imgDanish shipping and logistics company DFDS has been awarded a contract by the UK government to provide additional ferry capacity in the North Sea.The UK Department for Transport awarded the contract to the ferry operator in order to prepare for “the possibility of severe congestion at and around UK ports from 29.3.2019, caused by increased border checks by European Union Member States”.As explained, a no-deal Brexit scenario could cause disruption at the Dover-Calais crossing to the supply of vital goods.Under the contract worth €47 million (USD 53.7 million), DFDS has agreed to provide additional capacity on Immingham – Cuxhaven, Immingham – Rotterdam, and Felixstowe – Rotterdam.The plan includes two further companies — Brittany Ferries and Seaborne Freight — and a total contract value for all three companies of GBP 103 million (USD 131.3 million).“As this is a matter for the UK Department for Transport to announce, we were unable to say anything on this before they had done so, and we also need to leave it to them to provide further details,” Henrik Tidblad, DFDS’ Commercial Fleet Director, said. The Importance of CBL Empowering Cape Mountains

first_imgGrand Cape Mountanians, the Tienne people in particular, had good reason to rejoice about the visit last weekend of Central Bank Governor J. Mills Jones.Not only did he pledge to build the county youth’s US$40,000 multipurpose palava hut.  He   also reassured the county’s business people–and poor people throughout the country–that the CBL would continue its loan program, through the empowering of microfinance institutions, in a determined and unrelenting (resolute) bid to lift Liberians out of poverty.The Governor, during his visit to Tienne, made the strongest affirmation yet of his determination to help reform and transform the direction of the Liberian economy, which continues to be dominated by foreigners.  Said he, “We can’t be bystanders in our own economy and expect not to be poor.  If we want to fight and win the war on poverty, we must go to our towns and villages where poverty is.”Our Business Correspondent George Kennedy quoted the Governor as going one step further: he challenged the people, Kennedy said, to “love your country and work hard to develop it.”We don’t know what prompted Governor Jones’ visit to Cape Mount, one of the least developed parts of Liberia.  But Cape Mountains most certainly need a lift–many lifts, in fact.  Visitors to CapeMount often complain that they can find nothing to  buy there, not even a hand of bananas.  Cape Mountainians   to come to Duala to shop for vegetables, etc.  Yet Cape Mount is potentially one of the nation’s greatest tourist attractions, with its clean and beautiful beaches, where foreigners flock every weekend to surf in the Atlantic; and where within a one-mile radius there is a mountain, a river, a lake and an ocean.  Yet Cape Mount is one Liberia’s poorest spots.  They really need help and we are glad the Governor went there.But Cape Mountainans should never forget the Governor’s three chief admonitions to them last week: first, love your country; second, work hard to develop it; and third, pay back your loans, so that others may benefit from the lending program.One other very important attribute Cape Mount possesses is green vegetation.  Even Cape Mount’s outstanding son, Charlie B. Sherman, knew that when he developed an extensive oil palm plantation there in the late 1960s.  That became the biggest agricultural investment the county had ever known.  We don’t know what is happening to that plantation now, since Mr. Sherman has long departed.  But at least he proved that something big could be done in agriculture in the county.So with all that rich land, why is Cape Mount poor, why is she not feeding herself.  This is a question that puzzles many visitors, not just to Cape Mount, but all over Liberia.  We have all this good land that God has given us as our heritage, and yet we are still poor and hungry.  WHAT IS THE PROBLEM?So, Cape Mountainians, listen to the Governor: love your country, work hard and pay back your loans.  One of the manifestations of love is to do everything possible to improve, expand, develop and enrich that whom or which we love.  That is why men buy jewelry and perfumes for their women–to improve their beauty and appeal, to make them happy and more self-confident.  That iswhat all of us Liberians should do for our country–improve, improve, improve Liberia, make her more beautiful, more productive, more self confident.  We can do this by working hard, by being faithful to one another, in our daily interactions and in keeping our financial institutions solvent by paying back our loans.  In this way more lending will be extended and more development will take place.Governor Jones’s personal commitment to Cape Mount and its youth–to build for them a US$40,000 all-purpose palava hut, clearly demonstrates that he is truly interested in Cape Mount.  Can he help show them the way to successful farming, so that the people may start feeding themselves and sending vegetables and fruits to the Duala market to sell?We think this would be an important initiative–empowering Cape Mount’s farmers, for it was Government Jones who this very week told the nation, we have got to produce, if we want the Liberian dollar to compete successfully with the United States dollar.Share this:Click to share on Twitter (Opens in new window)Click to share on Facebook (Opens in new window)last_img read more

Persons responsible for burning welder’s body still to be charged

first_imgThe people who reportedly found the decomposed body of Yogindra “Steve” Ramkarran and burnt same one month ago without an investigation being conducted are yet to be charged.Acting Crime Chief Michael KingstonThe body of Ramkarran was found on July 4 and set alight by his co-workers after they were allegedly instructed to do so by their boss.Police had acknowledged that while Ramkarran’s cause of death was unknown due to the fact that his body was burnt before an autopsy could have been performed, the sawmill owner and a few others were hauled in for questioning into the circumstances surrounding the man’s death.However, despite repeated claims by the employees involved that they were instructed by their boss to burn Ramkarran’s body, the sawmill owner continues to deny such allegations.Following the revelation, acting Crime Chief Michael Kingston had said that a file had been sent for legal advice on the way forward in relation to the matter.Bur when contacted over the weekend, Kingston related that action is still to be taken pending the necessary advice.“No, I have not seen back that file but I do have a set of files on my desk that I am going through. I don’t know if the file is in this bundle. I do have a set of files on my desk when I check it I will see”.He had explained that upon receiving the report about the discovery of the man’s body, a detective was deployed to the area to investigate.Yogindra “Steve” RamkarranBut, due to the distance, it took some time for the police to arrive at that location.“Indeed, the body had begun to decompose. So, the police left to go and get assistance and when he returned with the assistance, that is what they had done [burn the body]. The police had no involvement in the burning of that body, none at all, the men in work said they were acting on the instruction of their employer [to burn the body] but he denied this.”As a result of this, the workers who burnt the body, along with their employer, were arrested and taken into Police custody for the mandatory 72-hour holding period as investigations were underway.“We are seeking legal advice. It is a matter of, it is one of these strange matters that we never really had to deal with before, so we had to seek legal advice. The file is presently with the legal adviser at the Director of Public Prosecutor’s chambers.”The acting Crime Chief stated that although it has been alleged that the ashes from the decomposed body belonged to Ramkarran, the necessary testing needs to be conducted to confirm same.The body was not completely burnt to ashes and, therefore, samples of the remains will be tested at the Guyana Forensic Science Laboratory (GFSL) to confirm the identity of the dead person.“We had a crime scene team that went up into the area, we took whatever bone sample was there and samples were also taken from the relatives. That is basically for DNA purposes, we will utilise the services of the (GFSL) lab unless they tell us that they are incapable. But for now, we will utilise the services of the lab and a file has already been compiled and sent for legal advice on this matter.”Thirty-four-year-old welder, Ramkarran of Number 72 Village, Berbice, was discovered dead by his colleagues about 100 feet from his camp.it was reported that the now dead man was allegedly consuming alcohol at a shop a short distance away from the camp on July 3 and after the business closed, he left to return to the camp. However, he was not seen again until his co-workers found his body the following morning. A photograph that was taken by a colleague showed what appeared to be a stab wound to his chest.Meanwhile, the now dead man’s sister, Somwattie, and other relatives are holding out that the man was murdered and his body was burnt to cover up evidence.last_img read more
